Technical Review Experience

Reviews conducted by a senior hydrologist or geotechnical engineer are cost-effective at the beginning and end of a project. An increasing proportion of Dr. Snow's consultations are technical reviews of projects for engineering firms serving mining, civil, industrial and government clients. Others have been done for the clients as oversight reviews of their engineering consultants.

1965-1976 Reviewed plans, drafts and/or completed texts of 10 master's and 13 doctoral theses at the University of California and Colorado School of Mines, covering a range of hydrologic, geotechnical, geologic and geophysical topics.
1974 Consultant to Cypress Mines, Inc. Reviewed consultant's reports, design of drainage system for Hanson Pit, Colorado; Chris Hartman.
1978 Consultant to Environmental Defense Fund, Inc. Reviewed consulting reports, publications and agency impact statements concerning hydrologic impacts of oil shale mining, retorting and disposal; contamination of aquifers, streams; prepared affidavit for Federal Court; David Mastbaum, attorney.
1978 Consultant to Elam, Burke, Jepperson, Evans and Boyd, of Boise. Reviewed work of U.S. Bureau of Reclamation, prepared testimony on foundation water testing and grouting, mechanisms of foundation failure, Teton Dam, Idaho; George Burke.
1978 Member, DOE review panel for radwaste hydrology studies of LLL, Sandia Labs. and Rockwell Hanford Operations.
1979-1982 Contract with Rockwell-Hanford Operations. Reviewed all fracture hydrology work of consultants. Recommended studies for Basalt Waste Isolation Project, Washington; Dr. Raul Deju.
1983-1985 Project Coordinator, AID's Minerals, Petroleum and Groundwater Assessment Project in Egypt. Reviewed projects proposed for funding by Egyptian General Petroleum Corp., General Petroleum Corp, Desert Research Institute, Geological Survey of Egypt and Remote Sensing Center, advising AID.
1987-1990 Consultant to Environmental Technology Group, Science Applications International Corporation, on fracture hydrology of Stringfellow, California Superfund Site, Kurt W. Schmidt. Reviewed contractor's investigations and modeling of contaminant plume for California Department of Health Services, Michael Sorenson. Revised the Hydrological Assessment of the RI, wrote all chapters of the FS related to toxic waste transport in the fractured granite, designed dewatering and site drainage methods as well as the vapor-phase remediation plans. Dr. Robert Shokes.
1986-1988 Consultant to Science Applications International Corporation for U.S. Geological Survey, Yucca Mountain Project. Reviewer of project work on saturated and unsaturated flow through fractured tuff; Dr. Parviz Montazer, USGS; Tim Barbour, SAIC. Drafted large parts of the Yucca Mountain Site Characterization Plan. Wrote position papers on contaminant travel time, in-situ testing procedures in the unsaturated zone and regulatory issues.
1988-1992 Consultant to Cigna Insurance Co. Reviewed all documents pertinent to the geology and history leading to the flooding of IMC's K2 Potash Mine at Esterhazy, Sachatchewan. Prepared for testimony under Jerry Gerrand of Gerrand-Mulatz, Regina.
1988 In-house reviewer of testing of bedrock transport to underlying coal beds at Sheffield, Illinois, Superfund Site for SAIC. Dr. Anthony Muller.
1989, 1991-Present Consultant to City of Mont Belvieu, TX, on hydrogeology of Barbers Hill Salt Dome, brine injection and contamination of nearby aquifers. Reviewed all reports, documents and industry's model work. Expert witness, testified to Texas Railroad Commission in 1989, 1991.
1989-1990 Consultant to Woodward-Clyde Consultants. Reviews of modeling and reports on drainage to Inland Feeder and Cleveland Tunnels of Metropolitan Water District, Los Angeles; impacts to springs.
1989-1991 Consultant to Science Applications International Corporation and Sandia Labs., on performance assessment of WIPP-site hydrology, analysis of tracer tests in Culebra Dolomite, Ken Brinster.
1994-1995 Consultant to Science Applications International Corp. and technical assistance contractor to DOE on Waste Isolation Pilot Project, Carlsbad, NM, working on Solado and Non-Salondo hydrology review of Sandia reports, Dr. William Thompson.
1990 Reviewer of model of contaminant migration and capture by wells of City of Mountain View, California; Science Applications International Corp., Muriel Waller.
1990 Reviewer of EG&G, Idaho work on flow and transport of radionuclides at Idaho National Engineering Laboratory waste disposal site; proposed testing program.
1990-1992 Consultant with W.W. Wheeler Co. to AMAX, Inc. Review of impact statement for tailings effluent abatement, Urad Mine, Colorado.
1990-1994 Senior hydrology consultant to Science Applications Int'l for US EPA Region X, review Bunker Hill Mine, Idaho and adjacent Smelterville Flats tailings contamination and remediation planning. Carl A. Johnson.
1991-1992 Senior reviewer for Science Applications' R1/FS of Operational Industries, Inc. Superfund Landfill Closure Pland, Montbello, California. Modeling and unsaturated zone transport. Tom Fogg.
1991-1994 Consultant to EPA Region X on NAPL contamination and transport of wood treatment chemicals, International Paper Co. site at Longview, WA., Reviewed all documents in preparation for testimony. Chae Park.
1992-1993 Consultant to Science Applications International Corp. Review of Dames & Moore's reports, assisted in drafting EIS for Bureau of Indian Affairs, on fracture hydrology of Campo Landfill Site, San Diego, CA, Muriel Waller.
1994 Consultant to US EPA, Region IX. Review of Corps of Engineers EIS on Flood Control for Sacramento, California. Review entailed geotechnical concerns of proposed redesign of Auburn Dam, Folsom Dam spillway, American River levees.
1995 Consultant to US EPA, Region IX, reviewed reports on Aquifer and Stream Depletion, San Joaquin River.
