Hazwaste Experience

Dr. Snow was among the earliest of contributors to the theory of groundwater transport of contaminants in fractured rock. He worked on the movement of radionuclides in both saturated and unsaturated fractured rock at the Nevada Test Site, the Basalt Waste Isolation Plant, Washington and the Waste Isolation Pilot Plant in New Mexico. He has been a contributor to, or reviewer of groundwater contaimination studies at numerous landfills, mainly Superfund projects for EPA and DOJ. Dr. Snow worked on hydrological features of nuclear-waste disposal projects, on aquifer contamination studies related to mines and landfills, and of waste disposal by fluid injection.

1964-1972 Consultant to Geology Department, Hazleton-Nuclear Science Corp. (which became Teledyne-lsotopes Inc.), contract with AEC on safety of underground neclear events. Development of dispersion properties and model applications, theory of transport in fractured tuff, granite and limestone..
1977-80 Consultant to Lawrence Berkeley Labs, Earth Science Div., on siting, configuration, test drilling at the Stripa, Sweden site for underground storage of radioactive waste. Also assisted in design of a small-diameter sampling pump (Bennett) and of bore-hole plugging technology; Dr. Paul A. Witherspoon.
1978-79 Consultant to Lawrence Livermore Labs., Geology Department, on design and testing of Climax Stock, fractured granite site for heater experiments; Dr. Don Emerson.
1978 Review Panel membership and consultations on DOE - funded fracture hydrology studies of LLL, Sandia Labs, Rockwell Hanford Operations.
1978 Consultant to Environmental Defense Fund, reviewed consulting reports, publications and agency reports; prepared affidavit for Federal Court on hydrologic-environmental impacts of proposed oil shale mining, retorting and waste disposal, aquifer and stream contamination, David Mastbaum, Attorney
1980-1981 Consultant to AMAX, Inc., Mt. Emmons Mine Project, Colorado. Designed Mine Seals to mitigate potential acid mine drainage.
1979-81 Consultant to Rockwell-Hanford Operations, Richland, Washington; provided review of fracture hydrology work on high-level radioactive waste facility; evaluated shaft inflow rates; Dr. Raul Deju.
1989 In-house consultant to Science Applications International Corporation and Sandia Labs., on performance assessment of WlPP-site hydrology, analysis of tracer tests in Culebra Dolomite, Ken Brinster.
1986-1990 Consultant to U.S. Geological Survey, Yucca Mountain Project, his first significant involvement with regulatory issues was in drafting large parts of the Yucca Mountain Site Characterization Plan. Wrote position papers on contaminent travel time, in-situ testing procedures in the unsaturated zone.
1990 Reviewer of EG&G, Idaho work on flow and transport of radionuclides at Idaho National Engineering Laboratory waste disposal site; proposed testing program.
1987-1988 In-house consultant to Environmental Technology Group, Science Applications Intemational Corporation, on Stringfellow Superfund Site. Revised the Hydrological Assessment of the Rl, wrote all chapters of the FS related to toxic waste transport in the fractured granite, designed dewatering and site drainage methods as well as the vapor-phase remediation plans. Dr. Robert Shokes.
1988 In-house consultant on testing of bedrock transport to underlying coal beds at Sheffield, Illinois, Superfund Site. Dr. Anthony Muller.
1989-92 Senior reviewer for Science Applications oversight contract to EPA on Bunker Hill Superfund Site, Idaho. Critiqued Dames and Moore's hydrologic assessment work.
1989 Analyzed brine contamination of aquifers around Barber's Hill Salt Dome, Texas, due to injection into caprock. Testimony to Texas RR Commission on behalf of City of Mont Belvieu.
1990-1992 Consultant with W.W. Wheeler Co. to AMAX, Inc., review of impact statement for tailings effluent abatement, Urad Mine, Colorado.
1991-92 Senior reviewer for Science Applications' Rl/FS of Operational Industries, Inc. Superfund Landfill Closure Plan, Montbello, California.
1991 Reviewer for Bureau of Indian Affairs for Dames and Moore's EIS, Campo Landfill, San Diego, situated on fractured, weathered tonalite.
1991-92 Reviewed records of RCRA Part B application of International Paper Co., Longview, WA, wood treatment chemicals contaminating aquifer system. Prepared testimony for EPA, Region X.
1994-1995 Consultant to DOE, Waste Isolation Pilot Plant, Carlsbad, NM, reviewer of hydrology of Solado and Non-Solado flow and transport of radionuclides, (Wm. A. Thompson)
1995 Consultant to Dept. of Justice on particulate brass contaminant at Lakeview,Ohio, Superfund Site, Donna Duer
1998-Present Consultant to CARD on transport of radionuclides in karst at WIPP, NM
2001-2002 Consultant to Mont Belvieu on hazwaste disposal in salt dome caverns
