Before specializing in flow through fractured media, Dr. Snow was devoted to work on dams and tunnels. As such major civil works are common to mining projects and often involve fractured foundations, he continued consulting on water supply and tailings dams, and in analysis of seepage past older dams. The Bureau of Reclamation certified him for seismological evaluations of dams.
